President Harry S. Truman sent a message to Congress on this day in 1948 urging, among others, legislators to establish a Civil Rights Commission and a Civil Rights office in the Justice department; enact laws against lynching; guarantee voting rights for all; and strike down discrimination in interstate transportation.
